Well, the fall festival should be 100% live right now, Sapience made a post on the LotRO forums about it:

The Festival should be live on all worlds now. We apologize for the slight hiccup in launching it.
Also, the Welcome back week starts on Oct 15. Which is Tomorrow (Thursday).

By the looks of the replies the festival is indeed living and breathing – no horse race, but you can get a horse via Barter Tokens. Enjoy the festival Middle Earth!

And don’t forget – starts tomorrow!
